On the 29th January we had the pleasure of officially opening our first building in Shorewell Park, Burnie. This particular project is our first to offer self-contained living units with their own kitchenette and space for entertaining – an option that received very positive feedback. The home will be occupied by Family Based Care who have dedicated the rooms to aged citizens in the local community in desperate need of housing. Older people are vulnerable to homelessness because of reasons such as the death of a partner, lack of acquired financial assets, divorce, and abuse. 

“It’s an unacceptable situation in a country such as Australia,” says Bob Gordon, Chair of the SAA Trust. “Since its inception, the Trust has been committed to providing homes for vulnerable people. Until now, our focus has been supported accommodation for people with a disability. This new project extends our reach beyond people with a disability to other vulnerable Australians.”

Bob Gordon said the Trust’s previous building designs had been adapted in this instance to meet the specific needs of older people who were vulnerable to homelessness.  “The design provides an optimal blend of independent living and communal living with spaces to provide required support services, in a 6 star energy rated building that is easy to access, clean and cost efficient”


Six people will be housed by Family Based Care Tasmania at the new home while an additional independent living home for a further six people is being built next door at Shorewell Park.

The 1.2 hectare site at Shorewell Park allows for further affordable permanent accommodation options in the future that will be able to cater for a number of ‘at risk’ vulnerable Tasmanians. 

“The Trust is very thankful to the Burnie Council for making the acquisition of this public land possible. If more councils could look at releasing excess public spaces for this purpose, it would go a long way to meeting the shortage in available affordable housing. The SAA Trust would love to continue building on this site and others but desperately require further funding to continue our building program – ideally through a government grant.”

This building project has been funded entirely from the resources of the Supported Affordable Accommodation Trust using loaned funds. However, higher interest rates make this very costly and direct investments and grants are needed to be able to continue to construct a further 3 buildings (supporting a further 18 residents) on this site. Our hope is that the federal, state and council authorities will take notice and start urgently funding such initiatives themselves.

SAA Trust summary of achievements for year ended 30th June 2023

During the 2022/23 financial year the SAA Trust completed another 4 sites
(each with 3 x two bedroom units) and leased them out to service providers of disability services.

We have been very successful over the past 3 years in that we have now
completed all 27 x two bedroom units funded through the Federal
Government. A further 6 x 2 bedroom units have been built in Perth, Tasmania funded through a private investment along with privately loaned funds.

In total we now have completed 11 sites, each with 3 x 2 bedroom units with 9 in the Greater Hobart region and 2 in Perth, Tasmania.

All eleven sites have been leased to the disability service providers for multi year terms with options to extend for 20 years or more.

We continue to receive very positive feedback from the clients and support
staff who love their new accommodation. In particular, they appreciate that all homes offer truly independent living and 6 star energy efficiency. Support staff have their own space and need not encroach on the privacy of the clients they support.

In 2023/24 we also accessed loans with TPT Wealth and purchased a 1.2
Hectare flat site at Shorewell Park (near Burnie) which now has Planning
approval for a further 5 buildings. This will eventually accommodate 24 clients along with 6 support staff and includes a number of new and exciting floorplans. The floorplans now include the option of single units or 2 bedroom units or a combination of both. Furthermore, we have plans for some standalone 2 bedroom accommodation units that could be used to house support staff or anyone with a need for a home.

Our first building on this Shorewell Park site will be completed in November
2023. It consists of 4 x single units (each with their own kitchenette), a two
bedroom unit as well as a shared unit which has a large shared kitchen and
lounge area, a shared laundry and support staff sleepover over room.

This site is now available for viewing for anyone interested in this type of
affordable accommodation.

We are proud of the quality of the builds and the especially designed homes
that are Six Star standard, disability friendly, efficient and affordable with non-intrusive support worker facilities.

The Board of the SAA Trust would like to thank the private unitholders for
their investments in the Trust as well as the Federal Government for their
initial Grant that was invested in SAA Trust units through our related entity and charity - SAA Tas Ltd.

These investments in units in the Trust as well as private and commercial loans provided over the years, have been instrumental in our achievements to date, helping relieve the affordable housing challenges faced by vulnerable Tasmanians.

Today’s opening of a new shared home for six people with a disability in New Norfolk represents a milestone for Tasmania’s private sector initiative to fund modern, specially designed homes for vulnerable people. It’s being opened this morning by the Federal Housing Minister, Julie Collins.

The Supported Affordable Accommodation Trust has now designed and constructed on land
purchased by the Trust 27 x two bedroom units on 9 sites under a federal government grant.
Through the $6 million grant, 54 Tasmanians now have accommodation that allows them to live partially or completely independently. The Supported Affordable Accommodation Trust (SAA) has also used its financial model to provide housing for 12 other Tasmanians in Launceston through its own borrowings, with another 12 to be accommodated this year in new homes in Burnie. All of these residents now have a modern, specially designed home, that is affordable on a disability pension.

The Trust was founded by Tasmanian businessman Bob Gordon who had difficulties securing
suitable supported accommodation for one of his sons. There is, however, a cloud hanging over future funding as the 9 th home completed and handed over today represents the culmination – for the time being - of the current federal grant. As a pilot program, both in its structure and delivery of homes, the SAA Trust has been a great success and believes its model could be expanded nationally, and adapted for other purposes.

“We’ve been approached by other community sectors who would like to adapt our model for other vulnerable people such as homeless Tasmanians living on the streets, aging pensioners, youth without homes and victims of domestic violence”, said Bob Gordon. “However, the current grant has run its course, and we’re now only able to proceed with new developments through donations, bequests and our own borrowings – at a time when interest rates are very high.”

The SAA Trust is in talks with both the federal and state governments, but newly introduced
regulations mean that the SAA Trust must become a registered housing provider. “We’ve embarked on that path,” said Mr Gordon, “but it is a complicated bureaucratic process that could take us about 12 months. Although state and federal ministers are very supportive, their hands are tied until the SAA Trust can gain certification as a registered housing provider. In the meantime, our access to funding will be based mostly on bequests and donations.”

The Federal funding grant was initially secured thanks to the efforts of Andrew Wilkie MP and has since been enthusiastically supported by each of the federal governments along the journey. The current Housing Minister, Julie Collins MP, is a strong supporter of the SAA Trust model that uses earnings generated by grant funded units to reinvest in future builds. Under the federal grant, the SAA Trust has designed and delivered its specially designed modular
homes at an average $274,000 per two bedroom unit, inclusive of land so far (although these prices have increased lately). All units have achieved 6 star energy ratings along with Silver Level Liveable Housing Design ratings while being specifically designed to meet the needs of people with disabilities.

This last site completed in New Norfolk has 3 x two bedroom units and a shared unit with a staff sleep over room. A further 2 sites (each with 3 x 2 bedroom units and shared unit) have been completed in Greater Launceston using a combination of invested funds and TPT Wealth loaned funds who have supported this initiative with competitive rates.

The SAA Trust has also committed to building a combination of 2 bedroom units and single bedsits for 12 people in the Burnie region using loaned funds in 2023/24. However, higher interest rates make this more costly than previous builds and direct investments and grants would be preferred (if made available) as they provide greater returns that can be reinvested in future builds.

Montagu Community Living in New Norfolk
The New Norfolk site opening today will be the third SAA Trust site managed by Montagu
Community Living following the commissioning of identical builds in Sorell and Clarendon Vale. 

Russell Penman, CEO of Montagu Community Living, said his group were keen to secure their
third site with the SAA Trust due to their unique design. “Unlike most share-homes, these units are specifically designed to facilitate quality support while also providing privacy and individual space in a very peaceful environment,” said Mr Penman.

“Our experience with the identical designs in Sorell and Clarendon Vale is that the units are of a very high quality, energy efficient and easy to maintain – which saves the tenants money in terms of electricity, cleaning and maintenance. Most importantly, the design allows the tenants to be independent and develop life skills. They can purchase food and cook their meals in their own kitchen while still being able to access support when required without it intruding on their personal space. One tenant has expressed his view that it is fantastic to have a quiet space he can call his own and to be able to welcome his own visitors”.

Back in July 2015, at a Mosaic Disability Services Family forum, A number of families talked about their concern for their grown up family members with disabilities and the lack of supported accommodation options available in Tasmania.
 
Bob Gordon asked the group the question “Why can’t we develop something to provide suitable housing to meet this need”. It was then that the concept was born.
 
In January 2016, John Lennon facilitated a workshop with a number of interested parties (see details attached) and this was followed up later in 2016 with Tim Rutherford donating his time and resources, on behalf of KPMG, preparing a detailed business case and financial model indicating how this concept could work.
 
Since then, the Trust has been formed with Roger Curtis undertaking the legal work and lots of input from many others including Mosaic Support Services (who also signed up to lease the first property) Robert Rockefeller, Royce Fairbrother, a number of support workers, families and people with disabilities and others to arrive at what we have today with the first 3 x 2 bedroom unit home along with staff support and shared areas currently under construction (with a vastly improved floorplan than the one in the original workshop). The Trust has 3 directors Bob Gordon, Sarah Merridew and Roger Curtis with Tim Lane the Company Secretary and myself as administration manager.
 
Apart from construction costs and some unavoidable fees, all of the people involved to date have given of their time and talents for no charge.
 
Today, The Federal Government has announced that they will fund the trust for $6M with all proceeds being reinvested for future affordable homes (see below). This is a fantastic result and will enable the Trust to build 9 x 3 bedroom unit with staff quarters in the Hobart region. This in turn will enable the Trust to leverage off these buildings to expand to other parts of the state and perhaps interstate – going a long way to supporting this great need in the community.

$30M HOUSING GAME-CHANGER FOR THE HOBART AREA
Independent MP Andrew Wilkie will join Senator Eric Abetz, as well as social housing providers, as the Federal Government announces a $30 million social housing package for the Hobart area.

“I’m thrilled that the Federal Government has announced today that they will invest $30 million into social housing in the Hobart area,” Mr Wilkie said. “This is terrific news and will go a long way towards helping the thousands of Tasmanians without secure housing, especially among those who are most vulnerable such as people with a disability, the elderly and people fleeing domestic violence.”
“I’ve been lobbying the Federal Government for this housing package for some time and it’s great news that they have seen the merit and announced such a significant investment today.
“Hobart’s housing crisis has been front and centre in the minds of many Tasmanians over the last year and I’ve heard so many heartbreaking stories from people who are struggling to find secure housing. I’m glad that, thanks to this announcement, we’ll be able to help hundreds of these people.
“The funding will go to four organisations who have a track record of building and delivering affordable housing. It will allow them to build over 130 dwellings and put a big dent in the housing waiting list, helping hundreds of people overall.”
The housing package consists of:
  • $8m for Housing Choices Tasmania to build 32 dwellings to house elderly people living with health and/or mobility issues, people living with a disability, women and children escaping domestic violence, and other priority applicants;
  • $8m for Community Housing Limited to build 27 dwellings available to rent to low and very low-income earners;
  • $8m for CatholicCare Tasmania to build 45 dwellings for housing priority applicants, on shovel-ready land in Claremont; and
  • $6m for Supported Affordable Accommodation Trust to initially build 27 specially-designed dwellings for people living with a disability, and allow them to leverage against the property assets to build more dwellings in the future.
